The ceremony was attended by Prime Minister Pham Minh Chinh, Minister of Planning and Investment Nguyen Chi Dung, Minister of Transport Nguyen Van Thang, and senior officials from various central ministries and departments, including leaders from Soc Trang and Vinh Long provinces.
In attendance from Tra Vinh were Mr. Ngo Chi Cuong, a Member of the Party Central Committee and Secretary of the Provincial Party Committee; Mr. Kim Ngoc Thai, Permanent Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council; Mr. Le Van Han, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee; Mr. Lam Minh Dang, Deputy Secretary of the Provincial Party Committee, along with other members of the Provincial Party Standing Committee, leaders from the People's Council, the People's Committee, the Vietnam Fatherland Front Committee, and the Provincial National Assembly Delegation. The Dai Ngai Bridge construction project falls under Group A, designated as a special-grade road transport infrastructure, with a substantial investment of nearly 8,000 billion VND.
This project spans approximately 15.14 kilometers, commencing at the intersection with National Highway 54 in Hung Hoa commune, Tieu Can district, Tra Vinh province, and concluding at the intersection with the Southern Song Hau Highway in Long Duc commune, Long Phu district, Soc Trang province.
The project includes two primary bridge structures, Dai Ngai 1 and Dai Ngai 2, both equipped with four lanes. The initial investment phase comprises two lanes with a cross-sectional width of 12.0 meters and a designed speed of 80 kilometers per hour.
Upon its completion and operation, this project will create a vital connection for the entire National Highway 60, enhancing transportation capacity in the Mekong Delta region. This will facilitate seamless traffic flow between coastal provinces in the south, as well as with Ho Chi Minh City, significantly reducing travel time and transportation costs for goods circulation. It will also foster economic development in Tra Vinh and Soc Trang provinces, bolstering the entire Southwest region's socio-economic landscape and ensuring national defense and security along the southern coastal areas.
During his address at the ceremony, Le Van Han, Deputy Secretary of the Provincial Party Committee and Chairman of the Tra Vinh Provincial People's Committee, expressed gratitude to the Government, Prime Minister, Ministry of Transport, and various central ministries and departments for their keen interest and support, which have allowed the project to progress successfully. He also thanked the local residents within the project area for their cooperation in land clearance efforts. Furthermore, Han urged all stakeholders involved in the project, including the investor, design consultants, supervisory consultants, and construction contractors, to prioritize quality, progress, and aesthetics, thus maximizing the efficiency of investment capital. Local authorities pledged to continue cooperating, supporting, and ensuring favorable conditions for the project to reach completion as soon as possible.

Tra Vinh is currently working on the procedures to invest in a coastal road as part of the Mekong DPO program. This will connect the Dinh An Economic Zone to the Dai Ngai Bridge, as well as other coastal routes within the Mekong Delta region. The development of high-speed horizontal and vertical routes is a crucial step to attract investors to the Dinh An Economic Zone, Cau Quan Industrial Park in Tra Vinh province, and Tran De Industrial Park in Soc Trang province. These initiatives aim to create job opportunities and sustainable livelihoods for residents, serving the socio-economic growth of the Mekong Delta region, Tra Vinh, and Soc Trang provinces.
The Chairman of the Tra Vinh Provincial People's Committee proposed to the Government, the Prime Minister, the Ministry of Transport, and various central ministries and branches to pay attention and consider the investment plan for National Highway 60 through Tra Vinh province. This would be synchronized with the Dai Ngai Bridge and Cau Chien Bridge, which have already received investment for construction.
Addressing the groundbreaking ceremony, the Prime Minister emphasized the immense potential and strengths within the Mekong Delta for further development. However, the region's primary challenge lies in its transportation infrastructure. Therefore, there is a need for concentrated and focused investments. This should include the rapid development of highway and road systems, concentrated efforts in waterway and aviation development, and proposals for railway construction projects.
Regarding the Dai Ngai Bridge construction project, the Prime Minister commended the collaborative efforts of various ministries, departments, and the authorities of Tra Vinh and Soc Trang provinces. They worked diligently to coordinate and accelerate investment procedures and land clearance for the project's commencement. The Prime Minister expressed gratitude to the local residents living within the project area for their agreement, support, and the voluntary transfer of land for the project.

The Prime Minister urged the Ministry of Transport to devise strategies to shorten the construction period so that the project can be completed by 2025. There is also a strong directive to enhance project inspection and supervision. The project management board, supervisory consultants, and contractors are required to uphold the highest level of responsibility and develop rational, detailed, and appropriate construction plans and strategies. These plans should also prioritize resource allocation, modern machinery, and equipment for effective project execution.
In relation to Tra Vinh and Soc Trang provinces, the Prime Minister emphasized the importance of continuing compensation, support, and resettlement procedures in accordance with regulations. The prompt transfer of 100% of the site area to the project is crucial. Special attention should be given to resettlement, production support, and ensuring the livelihoods of people in their new locations. The protection of the legal and legitimate rights and interests of the people remains a top priority.
