At the meeting held in Tra Vinh province, Chairman of the Provincial People's Committee, Le Van Han, who is also the Head of the Steering Committee for Administrative Reform and Improving Provincial Competitiveness Index and Digital Transformation, and other members of the Steering Committee were present. Additionally, leaders of district People's Committees, towns, and cities were also in attendance.
During the first six months of 2023, ministries, departments, and localities have made efforts to fulfill their assigned tasks. Some agencies and units have actively organized and achieved high completion rates for their administrative reform assignments compared to the set plan.
Efforts to cut and simplify administrative procedures and business conditions have been vigorously implemented. In the second quarter of 2023, the Prime Minister approved a plan to cut and simplify 47 business regulations. Ministries and ministerial-level agencies issued and submitted 16 legal documents for promulgation, resulting in the reduction and simplification of 163 business regulations. Since 2021, a total of 2,352 business regulations have been reduced and simplified in 191 legal documents.
Simplification of internal administrative procedures within the state administrative system during the period 2022 - 2025 has also received attention. In the quarter, ministries, departments, and localities reviewed, compiled statistics, and publicly announced internal administrative procedures among state administrative agencies under their jurisdiction. Some localities have issued decisions to publicize the list of internal administrative procedures.
During the first six months of the year, approximately 3.6 million electronic documents were sent and received through the Axis, a 1.3-fold increase compared to the same period in 2022. The National Public Service Portal registered over 3.6 million accounts during the last six months. Furthermore, more than 55.98 million state sync records were recorded, and over 7.88 million utility service transactions were performed. Online applications processed through the Portal amounted to more than 9.75 million, with over 6.8 million online payment transactions totaling more than 2.39 trillion VND.
Despite the achievements, there are still challenges and limitations in administrative procedures. Several sectors face barriers and overlapping regulations, especially in areas related to land, financial management, public investment, healthcare, education, specialized inspection, and import-export procedures. Furthermore, the issuance of internal processes in handling administrative procedures and the updating of information systems for such processes in some ministries, departments, and localities remain slow. The utilization rate of online public services is also relatively low.
In his closing remarks, Prime Minister Pham Minh Chinh emphasized three priority tasks: (1) reviewing the legal document system to identify issues that need resolution; (2) assessing administrative procedures that are currently of interest to citizens and businesses; (3) reviewing the contingent of cadres and civil servants within agencies and units.
The Prime Minister also proposed strengthening inspections, examinations, and supervision of public services to ensure compliance with the promulgated laws at all levels and in all sectors. He urged ministries, departments, and localities to fully implement the outcomes of today's meeting down to the grassroots level, with leaders at all levels considering administrative reform as a key task.
Furthermore, there is a need for innovative methods and approaches, increased dialogue, and expedited measures to address challenges and obstacles faced by citizens and businesses. The expeditious implementation of directives on administrative reform, as well as improvements to the business investment environment, is crucial, with a resolute commitment to abolishing cumbersome regulations.
