The conference was attended by Deputy Prime Minister Tran Hong Ha, General To Lam, Minister of Public Security, and Head of the Government's Project 06 Implementation Working Group. It also saw the participation of leaders from various ministries, branches, central agencies, People's Committees of provinces, centrally run cities, and other relevant delegates. At the Tra Vinh province's bridge point, Vice Chairman of the Provincial People's Committee, Nguyen Quynh Thien, and members of the Steering Committee for Administrative Reform and Capacity Index improvement, the Digital Transformation Working Group, as well as leaders of relevant provincial departments and branches were present.
As reported during the conference, since the beginning of 2023, notable progress has been made in national digital transformation and the implementation of Project 06. Some prominent achievements include the establishment of a favorable institutional framework, mechanisms, and policies to facilitate both national digital transformation in general and Project 06 specifically. The digital economy, digital infrastructure, and digital platforms have continued to develop, contributing over 15.2% to the GDP in the first six months of 2023. The specialized data transmission network of Party and State agencies has reached a 100% connection rate with communes throughout the country, covering 2,164 out of 2,418 villages and hamlets (89.5%).
Moreover, significant efforts have been made in granting 100% chip-embedded Citizen Identity Cards (CCCD) to eligible citizens across the nation. Over 48 million electronic identification accounts have been provided, surpassing the target set by the Prime Minister. The National Population Database has been connected, shared, authenticated, and cleansed with 13 ministries, 63 localities, 1 state-owned enterprise, and 3 telecommunications enterprises, resulting in more than 1 billion searches and information retrievals for citizen-related matters. Additionally, databases on business registration, insurance, civil status, land, finance, cadres, civil servants, and public employees have been actively constructed, connected, interlinked, and applied.

In tandem, online public services have been substantially strengthened. The National Public Service Portal now hosts nearly 8 million accounts and has received 20.7 million submissions. A focused emphasis on ensuring the security and safety of information systems, databases, and the protection of personal data has yielded positive results. By June 2023, 63% of state agency information systems had received approval for safety levels, marking a 2-fold increase compared to the same period in 2022.

Addressing the conference, Prime Minister Pham Minh Chinh highlighted four priorities, including data development and the creation of a "correct, sufficient, clean, and living" database, as data is a valuable resource. He emphasized prioritizing the development of online public services, which cater to citizens' lives and business operations, with extensive coverage. Additionally, a focus on the development of platforms, particularly national databases, and ensuring network security and information safety were deemed crucial.
Furthermore, the Prime Minister outlined key tasks for the upcoming period, urging vigorous direction and operation to achieve a strong breakthrough in implementing national digital transformation and Project 06. Efforts should be concentrated on refining institutions, mechanisms, and policies to support both national digital transformation and Project 06. Improving the efficiency of online public services to create optimal conditions for citizens and businesses and transitioning from passive to proactive approaches is essential. The application and implementation of digital platforms and specialized databases, especially those associated with the national population database, should be actively promoted in non-cash payments, e-commerce, and other domains. Lastly, fostering data connection and sharing among ministries, branches, and localities will lead to the creation of new value and innovative solutions.
