Provincial Leadership engages with Korean KSP advisory team on coastal road infrastructure project

On the morning of October 5, Chairman of the Provincial People's Committee, Le Van Han, convened with a delegation from the KSP Advisory Program, a project sponsored by KEXIM (Korea Export-Import Bank) and ADB (Asian Development Bank). The program focuses on conducting an environmental impact assessment for the Coastal Road Development project in Tra Vinh province.

In attendance were Vice Chairman of the Provincial People's Committee, Nguyen Trung Hoang, along with other key figures from related departments and agencies.

The KSP Advisory Program is a technical support and knowledge-sharing initiative financed by KEXIM and ADB. Its primary aim is to assist the provinces of Tien Giang, Ben Tre, and Tra Vinh in producing comprehensive environmental impact assessment reports for the construction of coastal road corridors that meet the stringent criteria set by KEXIM and ADB.

During the working session, both parties reached a consensus on various aspects of the project's scope, including discussions on the project's progress and a plan for launching the endeavor, as well as the signing of a memorandum of understanding.

The Coastal Road Development project in Tra Vinh province spans approximately 60.7 kilometers. It initiates at the entrance to Cung Hau Bridge, which seamlessly connects to the coastal road corridor in Ben Tre province, located in Long Hoa commune, Chau Thanh district. Further along the route, it bifurcates into two segments. The first segment terminates at National Highway 53B in Dan Thanh commune, Duyen Hai town, while the second section connects with the access road to Dai Ngai Bridge (National Highway 54) in Hung Hoa commune, Tieu Can district.

The project encompasses two primary components: the first includes the construction of approximately 56.1 kilometers of third-class highways across a plain and the erection of 33 reinforced concrete and steel bridges. The second component involves the construction of Cung Hau Bridge and a connecting road to Co Chien 2 Bridge. The project's total expected investment capital exceeds 9.1 trillion VND, of which ADB contributes over 6.7 trillion VND, with the remaining 2.4 trillion VND sourced from the provincial budget. Currently, the project is in the phase of soliciting feedback and will finalize the project proposal for submission to the Prime Minister for approval in 2023.

The Working group of the KSP advisory program

The KSP Advisory Team emphasized the paramount importance of conducting environmental impact assessments for transportation projects, aligning with the values upheld by KEXIM, ADB, and the Korean Government. In the near future, KSP plans to host a workshop to share practical experiences acquired during the environmental impact assessment process for road projects in South Korea. They also committed to providing support and guidance to Tra Vinh in preparing compliant environmental impact assessment reports, as per the requirements of KEXIM and ADB.

Chairman Le Van Han, speaking during the session, underscored the project's significance for the province's socio-economic development and the wider region. The province is in full agreement with the proposed scope of work by KSP and is dedicated to close collaboration to expedite project progress.

Chairman of the Provincial People's Committee expressed his hope that with his wealth of experience, the KSP Advisory Program will assist Tra Vinh in taking the necessary preparatory steps, ensuring prompt completion of environmental impact assessment reports, timely project execution, and a commitment to environmental sustainability.
